Adam Arrossa is a seasoned fire service leader with more than two decades of experience in emergency services, organizational leadership, operations, and personnel development. Beginning his fire service career in 2001 and joining Rio Rancho Fire Rescue in 2006, Adam has served in progressively responsible positions including Paramedic Firefighter, Captain, and Battalion Chief. Throughout his career, he has led emergency operations, managed complex incidents, conducted administrative and personnel investigations, and implemented initiatives designed to improve organizational effectiveness and service delivery.

Drawing on extensive command and leadership experience, Adam helped form Leather Helmet Consulting to help fire departments, labor organizations, and municipal stakeholders build stronger, more effective organizations. His work focuses on leadership development, promotional testing and assessment processes, workplace and administrative investigations, organizational assessments, succession planning, and operational efficiency initiatives.

Adam is passionate about developing future leaders and helping organizations create transparent, fair, and defensible systems that strengthen trust, accountability, and performance. He partners with agencies to identify challenges, implement practical solutions, and foster cultures of professionalism, collaboration, and continuous improvement.

Sean Bergen is a retired Battalion Chief with 28 years of fire service experience and a proven record ofleadership in emergency operations, labor relations, investigations, training, and promotional testing. Throughout his career, Sean advanced through the ranks of Firefighter, Paramedic, Captain, and Battalion Chief, gaining extensive operational and leadership experience in all aspects of fire and emergency services.

In addition to his command-level responsibilities, Sean served for more than 15 years in labor leadership roles, including Union Vice President and Union President. This unique experience provides him with valuable insight into both management and labor perspectives, allowing him to approach investigations, personnel matters, and organizational challenges with fairness, objectivity, and credibility.

Sean has extensive experience conducting workplace and administrative investigations, participating in promotional testing processes, and developing training programs designed to strengthen organizational performance and leadership development. His background includes emergency incident management, personnel supervision, labor relations, policy implementation, and organizational accountability.

As a founding partner of Leather Helmet Consulting, Sean is committed to helping fire departments, municipalities, EMS agencies, and public safety organizations navigate complex personnel issues, improve leadership development, and maintain professional, accountable workplaces. Marc Sandoval brings more than 30 years of fire service experience spanning municipal, volunteer, and wildland fire operations throughout New Mexico. His career has included service with the Deming Fire Department, New Mexico State University Fire Department, volunteer service with the Los Chaves Fire Department, and professional service with Rio Rancho Fire and Rescue, where he retired as Deputy Chief of Operations.

Throughout his career, Marc developed extensive experience in emergency response, leadership, personnel management, labor relations, and operational accountability within the fire service environment. As Deputy Chief of Operations, he oversaw complex operational systems, supervised personnel, and helped guide organizational decision-making in a rapidly growing department.

Marc is a certified paramedic and holds a Wildland Fire “Red Card” qualification as a Division Supervisor, bringing significant experience in incident command structure, operational coordination, and high-pressure decision-making during complex incidents.

Drawing from decades of frontline and executive leadership experience, Marc specializes in labor relations, HR investigations, workplace conduct reviews, and organizational consulting for fire departments and public safety agencies. His approach is grounded in professionalism, objectivity, discretion, and a practical understanding of the unique culture and challenges facing today’s fire service organizations.

Jeffrey A. Wenzel is a seasoned fire service executive with more than 20 years of progressive leadership experience in emergency services, public administration, logistics, and organizational development. Currently serving as Division Chief of Logistics for Castle Rock Fire Rescue in Colorado, he oversees facilities, fleet operations, technology systems, communications infrastructure, and logistical support functions that ensure operational readiness and service excellence.

Prior to joining Castle Rock Fire Rescue, Jeff spent nearly two decades with Rio Rancho Fire and Rescue, advancing through the ranks from Firefighter to Deputy Chief of Administration and retiring in October of 2025. In this executive leadership role, he managed department-wide budgeting, strategic planning, capital improvement initiatives, emergency management, professional training programs, regulatory compliance, and organizational policy development. His career reflects a strong commitment to innovation, operational effectiveness, and the cultivation of future leaders within the fire service.

He holds a Master's degree in Public Administration with a concentration in Organizational Leadership from Waldorf University and has completed executive leadership programs through the National Fire Academy and Texas A&M University's Mays Business School.  He is also a credentialed Certified Fire Officer (CFO) through the Center for Public Safety Excellence (CPSE), demonstrating his commitment to the highest standards of professional excellence, leadership, and continuous improvement in the fire service.
